What is APEC Business travel card?

After the establishment of APEC, in order to strengthen regional economic cooperation and promote the free flow of business personnel, the Philippines, South Korea and Australia launched the APEC Business Travel Card Scheme (ABTC) at the APEC leaders’ informal meeting in the Philippines in November 1996. The economies participating in the scheme proposed to provide long-term multilateral signatures for their business personnel Certificate and fast customs clearance (each economy has a special customs passage for APEC travel card at its main frontier ports). In 1997, the plan came into effect.

The APEC travel card operation framework is the basic document of the travel card plan, which stipulates the operation method of the plan. With the exception of Hong Kong and Taiwan, only citizens of the participating economies can apply for cards. Applicants in Hong Kong shall have Hong Kong permanent resident status without limitation of nationality. Applicants for travel cards must not have a criminal record.

Among them, the United States and Canada are currently transitional members and do not accept travel card applications from other economies, but provide visa applications and entry and exit customs clearance facilities for cardholders from other economies.
